There's quite a few money changers on geulah but you'll get very good rates at EZ-Change near the Mir.

I was there last month and I did some math, even with the bank withdrawal fee (I used my MCU account) it came out to be a better rate. Granted its not a huge difference but nonetheless was still better than a store front money changer
