I sent them a SM message and the denied my request. I resent it to a different department and got back:

I wish to inform you that promotional offers are on solicitation basis and are offered by our Marketing Team. They solicit Cardmembers based on spend level, tenure, individual Card needs etc.
Regrettably, we are unable to issue the difference for the promotion offer that was not applicable on your Card account.
