What airlines am I better off with an International address & where should I use a USA address?

LH with israeli address: same award levels as in Europe.

With 15K LH miles you can get a round trip from Israel to anywhere in Europe.

AA with overseas address=4 eVips at million miler.
CO Gold/Plat with various country's addresses=President's Club membership.

1)which various countries are you reffering to (maybe Antwerpen)?
2) if i currently have gold, how do i get PC if i change the address today, or do i have to wait to qualify next year?
