I figured that even this thread can have a wiki.
If your computer or phone is giving you issues:

• Please read this before posting: 4 Reasons Why IT People Ignore Your Requests for Help
• Restart the computer. Hopefully this will take care of any issues
• If your problem has not yet been solved, try to Google it. There may be a very simple solution
• On a Windows computer, a system restore may do the trick.
(This is a work in progress, please feel free to add whatever you may feel is helpful)

It tells me that I need to boot from the CD to do that, but when I try to boot from the CD it doesn't let
Ok we're gonna need to use diskpart assuming you're really booting from DVD. You're probably using gpt partitions

Boot into the installation disk. Yes everything will be deleted so back up all your files

I went into the boot menu I have 6 options
1. IDEO
2. IDE1
3. USB FDD
4. NETWORK BOOT
5. USB HD
6. USB CDROM

which one of those should I pick when if I want to boot it from the disc?
