Not a solution, but curious: What happens if you click Back (or press Alt+left)?

I have some doubt if the Clean Boot was done all the way (disabling all the non-Microsoft service & all the startup programs). Wanna try again?

If still doesn't help, it's possible it's some different startup method that thing uses (like Scheduled Tasks etc.) If you want you can do a scan with https://www.bleepingcomputer.com/download/farbar-recovery-scan-tool/ and send me the files of the scan results (upload to Google Drive etc. and send me in a PM), and I'll take a look if I get some time.

Isn't the contact point on the motherboard for the right-most pin broken out? It would seem to me that that pin would've been touched by the place missing in the plastic.

I'm not sure, but it's really plausible.

2) any suggestions? Figured I'd go with crucial, currently $33.11 for the basic 16gb stick. But im curious if theres a better option, and from what I'm reading ddr5 4800 cl40 sacrifices latency for bandwith. Any better suggestions? Should I just put in a 16gb stick and take out the 8? When I spoke to a programmer who knows this stuff cold, he told me that latency is a luxury you worry about if it is more or less the same price. The volume matters much more than the speed except in specific use-cases, which are almost never nogea to regular people. (AAA gamers, programmers, large data sets which saturate the RAM...)
Also note that modern RAM runs partially dual channel (ie 8GB + 8GB dual channel and the extra 8GB single channel).
As to your question, you are better off matching the original stick as best you can versus getting something better.

Guess I'll wait for it to come and read the label on the pre-installed stick

Bedieved you can try putting it in and seeing what happens. In an ideal case, the computer will downclock the 5600 to 4800 and then the system will run stable. But it might not. Or you can buy a second copy of the 4800 (same exact model), if that comes out cheaper than matching the 5600.
(Personally, except in cases where the system RAM is soldered, I always buy sets of two and retire the old RAM.)

Does the i3-14100 support 5600? From what I understand, officially not, but lipoel yes
