If your computer or phone is giving you issues:

I bought a used Optimum router from eBay and set it up, so that I won't have to pay the monthly fee. It's the exact same model as the one I got from Optimum. I have 2 issues:
1. I have the 15/5 plan. Most of the time, I average 18-19mbps down. However, sometimes I'll get 2mbps down. Additionally, my upload speeds are never 5mbps, rather averaging between 3 and 4.
2. It seems that the modem will sometimes randomly lose the connection for around 15 seconds. I saw it once, and all the LEDs were out. Today it happened 15 times. On Thursday and Friday afternoon and night and on Shabbos it didn't happen at all, but on Thursday and Friday morning it happened a few times.

Is the modem broken?
Do your neighbors have better connection? it may just be that the internet lines in your area are overloaded and there is almost nothing to do then other than try to get optimum to run new wires which is almost impossible

ETA: it sounds like the higher traffic times the worse it is and I'll assume you live in a predominantly Jewish area and that is why there were no issues on shabbos therefore it probably is an overload on the optimum cables

I'm in Lakewood in an older area, but I'm not sure how many people in the neighborhood have Optimum. I don't think it's so many.
Additionally, IIRC, I didn't have these issues when I was using the new modem from Optimum. I would occasionally get 7mbps, but I didn't see any outages. That's why I suspect it's the modem.

I don't know anything about fingerprint readers but i'll assume it's a setting

there is a setting in simple pass for windows log in, it may not work you can re-install the latest version and then enable it on the first start-up

Be careful because the "uninstaller" can really be installing more viruses
