If your computer or phone is giving you issues:

Every time you log out and need to log back in, you will have a new IP address, so u don't need VPN/proxy
What do you mean by "Every time you log out"? What action would you take to log out?

Keep in mind that when you connect to the publicly situated hotspots known as "optimumwifi", you are assigned an IP address via DHCP. If you then try to access the public internet, your attempt will either be intercepted to take you to an Optimum login page, or your attempt will be allowed if you previously logged in and told Optimum to remember your MAC address.

I am sometimes accused of overthinking things. I am still mulling over whether that accusation has merit.

There is no way for you to change the IP Optimum gives you, the only thing you can do is using a VPN as some already said above.
If logging in via public WiFi, u get a new IP address every time u go into airplane mode for 2 minutes.

Every time u log out would usually mean airplane mode in this case

What about TunnelBeaR? I only need the VPN for specific sites. Can I turn it on for them, and keep it off during othertime? Like this I can stay within 500mg limits?

Don't know about TunnelBeaR but you are able to do that with Windscribe, that's what I do whenever I need a VPN.

anyone have any experience using icloud photos to download pictures on Microsoft? on apple FAQ it says to go into file explorer and go to icloud photos. I do that and I click download photos. I get an error saying it has to download, and if this is the first time, it may take a while. ive been waiting over an hour, any ideas? also how would my computer know my id and password?

What's the error message? Can you access these sites in Internet Explorer? IIRC Chrome uses Windows certificate list while ff uses its own
