What could that be? Broken wire (I only have one VGA cable) or something more serious?
Most likely. Or broken video port.

I'm trying to help a relative who forgot their passcode to their iPhone 6. They attempted to enter it until the phone got disabled. They also don't know their iCloud password. When they click on forgot passcode using other ios devicep or online, they are sked for their trusted phone number, to which Apple will send a code. The problem is the phone is locked and doesn't work. There is an option "Don't have access to your trusted number?", which gives the option of "reset from another device" or "start account recovery". Last night we tried "start account recovery" but were forced to wait 24 hours till tonight. When we got to the same place tonight and select reset from another phone, we get message that "Instruction Sent: A message with instructions has been sent to "iPhone" and iPhone". You can now reset your password from one of your device." It is unhelpful if it was sent to the iPhone because IT IS DISABLED.

We are going in circles. Any help would be greatly appreciated!
I am sometimes accused of overthinking things. I am still mulling over whether that accusation has merit.

Can you put the Sim card in another phone so you can get the code?

Interesting idea. I haven't tried that. Should it work? (It would require a few minute drive)

Sometimes they send it to a phone signed in the same iCloud than this wouldn't help, but if they are just sending s text massage it would definitely help

I tried a different cable and I still have this problem. I also tried using a adapter for displayport and I also have the same problem.

Does the displayport and VGA port somehow run through one thing?

It runs through the same graphics card.

I don't think my computer has a dedicated graphics card. Are integrated graphics built onto the motherboard thereby making it non repairable?

Would getting a cheap dedicated graphics card solve this issue assuming the graphics card is the problem?

Probably yes. A cheap dedicated or even external (USB).

When logging in to the PC remotely (RDP, TeamViewer, etc) is good?

While booting it is still good (BIOS etc)?

I can't get past the setup screen since it's just lines.

I haven't tried getting into the bios yet. When booting up it shows the windows ten logo fine but then when it comes to the setup screen for first time use it looks like those pictures I posted before.

When I press the shutdown button on the computer I see dots on the screen some moving back and forth. I'm assuming it's those dots that go in a circle when shutting down.

Maybe a corrupted graphics driver (since Windows logo is good). Try going into BIOS settings and see if that loads on screen. If it does try booting Windows in "Safe Mode" or "Low-resolution video" mode.

Bios looks fine. I just can't seem to find the safe mode option  or low resolution

F8 F12 or so while booting do not bring up any options?

If not, shutting down the computer while it start loading (by long pressing the power button) should start recovery, where you should be able to find it.

I tried this and now it just started working fine without booting into safe mode or anything. Im on the home screen. I have absolutely no idea why that worked.

What should I look at first? Graphics driver?

It's hard to "look" and, but I'd definitely suggest to uninstall graphics driver and reinstall from manufacturer's website.

Also try looking in reliability monitor for any obvious signs for all days from when this started.

My Lenovo laptop (not sure the model, what’s the best way to find that out ?) is always very hot and the fan is working constantly. Battery is also draining super fast. Any quick fix to this ? My laptop is only a few months old and it was pretty expensive too. $1000 range
