I really enjoyed New River Gorge NP. If you go, take the high bridge in one direction, and the low one in the other.  There are some really nice hikes. I'd allocate a day there if possible, and depending on when you're going.   Shenandoah is another NP that could work with New River Gorge on such a trip. Great Smoky Mountains can for sure be a 2-3 day trip by itself.
Is 5 hours enough at New River Gorge NP? Not looking for long hikes.

Either the 3 national parks in Washington state can be done in 4 to 5 days,
Or you can go to san fransisco, lake tahoe, yosemite, kings canyon and Sequia  in that time
The weather should be decent in those 2 locations in the summer.

Utahs a bit hotter,  either you can go to zion, bryce and Grand canyon n rim,
or moab area (canyonlands, and arches) can be done as well, there also a lot of activities in utah right outside of the national parks.

Great Smoky Mountains, stay in Pigeon Forge.  There's enough to do within the national park for a few days, but break it up with activities in Pigeon Forge.

Depends why you're going.  To hit all NPs? check. To get away from it all for a few days? check.  For a day trip from El Paso? No.

It's usually rated pretty high up among people that have been to all 63 NPs.

I can't answer your question, as I don't do state parks.  However, the things I want to do there are not (to my knowledge) available at random state parks.

I didn't mean that I've never been to a state park, just that I don't "do" them as a destination anymore.  Of the state parks I've been to, none of them were worth more than a day trip max. 

My interests are not average DDF interests.  <shrug>
