Windigo.  The trip is much shorter.  Do they even do a day trip to Rock Harbor?  Or are you thinking of flying in?

Once open daily, it now operates only on weekend afternoons between April and October. Last year it had 2,218 visitors, half as many as 20 years ago, park service figures show. The park service’s most-popular attraction, the Blue Ridge Parkway, drew 16.8 million visitors last year.

Probably still Windigo, but depends what you want to do.

Read the Greenstone (https://www.nps.gov/isro/learn/upload/Web_2024-Greenstone_Final.pdf).  Page 10 has activities that you can do from Rock Harbor but not Windigo.  If you don't want to or won't be able to do those activities, definitely stick with Windigo.  Also the Isle Royale Forums that I linked to earlier is an excellent resource, and they are happy to help. 

[Just a FYI, Royale is pronounced like Royal, not Royahl.]

The blue ridge parkway is also 469 miles long while this building is probably about 3000 square feet
