being that they recently changed their policy about non military members , does anyone know of any other programs that would waive the underage?

If you are a USAA member, Hertz will automatically cover up to 10k.
If you don't feel that 10k is enough, or you are not a member go ahead and get LIS. (PS.Your regular car insurance should cover you if you have)

+1 in CA they have some pretty expensive cars :) ... LIS suggested if you dont have your own  (I did buy it when i was there)

I rented a car with the YESHIVA STUDENT ASSOCIATION code for underage drivers.  I also purchased full insurance.  What is this association, and how can I join? I am worried that, G-d forbid an accident, they will void the contract and the insurance if they ask for proof of membership in the Yeshiva Student Association.
