being that they recently changed their policy about non military members , does anyone know of any other programs that would waive the underage?

It allegedly works-which is the reason why many locations started cracking down on usaa. Too many people were having liability covered by usaa. I remember seeing this somewhere.

nothing, just hertz if the state minimum is less than the limits by USAA (i don't remember them offhand) Hertz will up the coverage to that.

I have rented with USAA at Hertz many times. It waives underage fee for 18+. Most locations will give you the car without asking for any ID, but sometimes airport locations ask for ID card and won't waive underage fee without it.

How can they ask you anything by the airport? Isnt there a car assigned to you because of gold? Did they start flagging usaa?
