Just highlight the footnote and change the paragraph direction.

Change not only the direction of the paragraph but the direction using the arrow button, not the paragraph button

See below:
Paragraph buttons
and
Text Direction Buttons (which I assume DHDR is referring to).

I still haven't worked out your problem, are you perhaps having trouble with the order of columns?

I don't have those arrows, I have word 2003. I can't get the right column to have the text that goes b4 the left column. Basically the columns are left to right but the text is right to left

Go to Format>Columns, and in the pop-up, you will see a "Right-to-Left" option, make sure it is checked.

I'm having the same problem in Word 2013. Were you helped? Does anyone know the solution? Microsoft is offering me to buy the full Hebrew language pack for $24.99. I won't try it because I don't even know if it'll help.

Don't remember where to find it in 2003, but in 2013 on the Page Layout tab click on the small arrow in the bottom right of the page setup section. This will make a window pop up. On the layout tab change the section direction. It is the same idea in 2003 but I don't remember where to find this pop up.

Here's another one:
I added a comment to my MS Word document. For some reason, though, when I continue typing the new text shows up as if the comment refers to that as well (it is also highlighted as part of what the comment refers to). I have tried inserting a break, placing the mouse/cursor elsewhere on the document, closing the document and even restarting the computer. For some reason I cannot continue typing without the comment referring to the new text also. I anyone familiar with this?

What was selected/higlighted when you inserted comment?  Try selecting the last word of the text you are commenting, and insert comment there.  Also, show formatting marks and see if that helps.  Formatting marks - https://support.content.office.net/en-us/media/a6f2e50f-d74b-407a-a333-6b2b529bebe4.jpg

Question: I want to create a format template that can change existing documents. What is it called, and how do I set it up?

Let me explain. I download Rabbi Reisman's parsha sheet every week (h/t @Yehudaa ) but I don't like the formatting. So every week, I change the font, make it 'justified', indent the first line, make it two columns, and make the title larger, and then I print it. Is there a way I can set up a style so that I can open the file and push one button for that all to happen?
