Best card to use for dining in Canada and Israel?

Can confirm that I got 3x in Israel. FYI not all restaurants coded as such.

Please help me figure out how to pay for (and maximize the return on) the following expense?

I’ve agreed to be the team manager for my recreational sports team. Upcoming team dues are going to be close to $8,000.

Cards I’m considering using include: Ink Plus, Ink Business Preferred, FU, SPG Biz Amex. I also have the CSR and Amex Platinum.

I’m currently about $4,500 short of the minimum spend for the IBP.

Option 1: $4.5k on the IBP to max out the spend. 12 $300 Visa gift cards on IP through the portal for 7x points. Would receive: 30,452 UR (not including the 80k sign up bonus) and net cost of $107.40 ($0.04/UR).

Option 2: 27 $300 Visa gift cards on IP through the portal for 7x points. Would receive: 57,692 UR and a net cost of $241.65 ($0.04/UR).

Option 3: $4.5k on the IBP to max out the spend. $3.5k on the FU. 9.75k UR (not including the 80k sign up bonus) and no net cost.

Option 4: $4.5k on the IBP to max out the spend. $3.5k on the SPG. 4.5k UR (not including the 80k sign up bonus) and 7k SPG for no net cost.

Option 5: $5k on the AP and $3k on the IBP. Would receive: 7.5k MR and 3k UR but would get me most of the way there on my minimum spend for the IBP.

Option 2 is obviously the biggest amount of points but I’m worried about Chase flagging me and it causing problems with my account. I would space out the card purchases (Staples only allows $2k per day), but still. Option 1 is a little less risky and gets me my signup bonus immediately. The other options don’t seem as attractive but I wanted to make sure I wasn’t missing something.

Thoughts?

Spend 250k on travel annually, plus hotels and restaurants. Travel is booked directly through airline. Status with AA.
What is the best card to get?

Depending on how the travel/restaurants/hotels are broken down, and what you do with your points, I'd consider the CSR for 3x in all 3 of those categories.
