I assume you mean the rental car company.
Chase Sapphire Preferred - 2X
Chase Sapphire Reserve - 3X
Citi ThankYou Premier - 3X
Citi Dividend during 2019 Q3 - 5%
CitiBusiness ThankYou during 2019 Q3 - 3X

Sapphire Preferred is 2x in points. Arrival+ is 2.2x in cash. If I don't sell points for cash, do more points rule or less, but actual cash statement deductions rule?

Yes, car rental company.
Above post rephrased: Is it better to get more potential value with UR points using a SP or less, but actual cash with Arr+?

Which card is best for paying a cable/phone/internet bill?  Consumer Plat is not an option.
What about for paying a cell phone bill?

Are there any current offers out there for either one of these?

You answered the question I posted, thank you.  I know about the regular 5% Ink, but I was hoping for an Amex or Chase offer on a particular card that gives a bigger percentage off.

Same question re offers for insurance bills (if we were not targeted for that utility offer)  :(

Which cards do you have? For example, Amex personal plat gives 5 x for fights booked with airlines but you may not have one.

Need quick answer:
Using card for vacation but likely points won't matter as will be processed through 3rd party credit card processing. Which card will be most protected in case there are any issues ? I'm assuming amex but my choices are either Business platinum or personal gold card? Tia!

Which non-amex card should be used for a $4.5K purchase?
Non-US purchase so should be a no-foreign transaction fee card.

Suggestions?

You don't say what category the spending is in.  I wonder if it codes properly when it's a foreign purchase anyway.
So pick something that gives more than 1 point per dollar spent.
IDK of an example. Check your wallet.

We'd be able to give you more useful suggestions if you first tell us which cards you have available to you

VISA
Sapphire Reserve
Bonvoy Boundless
MC
IHG (traveler, Premier and Select)
(can't use Amex, they don't take it)

IDK of an example. Check your wallet.
Codes as general, nothing special

VISA
Sapphire Reserve
Bonvoy Boundless
MC
IHG (traveler, Premier and Select)

Out of that list I'd use the CSR since I value 1 UR over 2 Marriott
