United club card gives you 1.5 miles per dollar spend = a extra 17.5k miles a month
Is that a current promo or going forward as well? Those points work for United/Continental?

So that's always.  But there's $395 annual fee. 

But 17.5 K united is worth at least half of that.  So you're 10 months of 17.5K ahead.

But SPG and UR have a cash sell price that's higher than united points.  But you're still ahead with the United club card.

I spend $35k+ monthly on a business card. I have been using Starwood and Chase Ink Bold. Any better options out there?

1) You  don't need amex protection. I don't think there's any that considers this a special category. (see 2) below) 
so use Dans 'which card should I use' for general spending.

Well then, I can't think of anything you should be using Amex for..
But as for the other ones, obviously for any Freedom 5% quarterly categories, you should use your Freedom. Dining, transportation, travel, and parking - SP.  For all other purchases, it really depends how much you value United miles vs. Chase UR points; you'll get 1.5 UA miles per $ using the Club card Vs. 1.1 Chase UR per $ using the Freedom.  I don't know of any clear answer to that.
If you plan on selling your miles/points, you'll be better off using the Club card for non-category purchases.

Is Jos a bank  considered a department store for chase freedom?
Highly doubt.
