I have tried adding a friend (who also is a USAA member) as an additional driver in a few different cities. Every time, they weren't able to add him onto the contract - the system didn't have a way to add him for free. Does anyone know what to tell the manager to get him to be able to add the additional driver onto the contract at no charge?
u had this problem even when both over 21?

Why don't they just manually waive the fee? I have manually waived it dozens of times without using USAA.

so far everything implies, unless it is a spouse, domestic partner or child they must be on the contract although there is no fee, to add an additional driver who is a USAA member who must be on the contract. agreed?
In the screenshot from hertz it doesnt say anything about no fees for USAA members (not relatives), and since hertz says it on their website, it seems  that when it says "Spouses, Domestic Partners and children of USAA employees and USAA members are authorized operators and are not required to complete an additional form, be present at time of rental, or pay an additional fee" it means any members?
