I actually saw somebody do that on sunday (not a yid), and I thought it was extremely childish. Somebody double parked in front of his car so he expendied a TON more effort to shovel out his car and dump conviently place it on every inch of the car blocking him. It must have taken him a good extra half hour or more.
IMHO whatever effort a person is going to expend on a spot after having dug one out already should be towards a new one. This is the reality of living in a city where you don't own a spot.
