Does that mean if I already have a Visa Checkout account I don't qualify? Thanks.

probably will work if you make another account, or maybe they will pair up the 2 names and cause it from working?
 It does state in the T&C only for new Visa checkout users.   (your using a cc which has all your info, so unless your using a added user seems like something stops you from using the offer.)
