Transfer to any airline, and book to BUD

But then it would be two tickets, one us to Bud and the other Bud to Tlv. Wouldn't  that increase the point requirements a lot?

Just FYI, there is a low cost carrier that flies direct from BUD-TLV (it doesn't come up on a Matrix ITA search)

I know it's not business, but it's a short flight anyway...

Thanks for the tip.  But this flight would need to be on a business class ticket.

This isn't too complicated.
You can do this on the Star Alliance, but you'll have an extra stopover btw Budapest and TLV.
You're allowed at least one stopover on international reservations on all the major mileage programs in *A that I'm aware of.
Some may charge YQ though, so you'll have to chk that out.

Just beware if you take wizz air to tlv you will need to change terminals (although in bud it shouldn't be a big deal) leave enough time.

No. Award tickets are usually priced by "zone". For example, United charges 120k for a round-trip from NYC to TLV - and the price is the same whether you take one direct flight, or five connecting flights (as long as each connection is 24 hours or less). And since most mileage programs' rules allow for (at least) one "stopover" of greater than 24 hours somewhere along your route on a round-trip, you can make that stop in BUD, with multiple flights on the way there, and multiple flights from there to TLV.
