Very simple. The lack of an experience doesn't negate the possibility that it exists. The confirmation of an experience most certainly negates the possibility that it doesn't exist.

Just wondering, just because not paying parking tickets won't effect us in the US does that mean that they can't take legal action against us in Israel. Such as stopping us in the airport after the debt plus interest goes above $10,000?

They can stop people at the airport after court orders or judgments are issued, I know someone who was stopped at TLV and not allowed to fly for owing taxes from previous years, not sure if traffic or parking tickets are the same.

He owed taxes that were not paid the previous year, it was not because of a ticket. He is a dentist with a practice in Indianapolis and Telaviv, has both Israeli and USA passports .

I got charged on cards I forgot to cancel after rental.

The most recent one was about a year and half to 2 years ago as far as 7 years ago.
