I ended up asking someone in Israel to try and the website worked for her, so had her do it for me.

I dont have experience but if its a camera ticket shouldn't it be like a parking ticket that the consensus is they dont come after foreigners?

Just toss it in the bin.

They won't charge the ticket price, they may charge a processing fee of 100 shekels for telling the city that they can't chase you. That's the case with most car rentals here.
Not charging you doesn't mean they can't.

We are attaching a document containing the relevant information.

I used a cheap VPN to Access the site locally.

Windscribe let’s you make your own packages, so if you add only israel it’s a few dollars.
And cancel when you are done.

I emailed someone at the municipality and they're saying my only option to pay is 1) wire transfer (which will cost more in foreign wire fees + conversion fees than the actual ticket) or 2) an Israeli CC, so both options are out. Any other options other than throwing it out? (I know that's prevailing opinion on this thread, but I'd rather pay 100NIS than worry about it down the line).

Separately, I was charged $22 by Eldan to transfer the ticket to my name. They specifically told me that if I let them know about any tickets received within X days of my returning the car, they won't charge me. I emailed them about it, never heard back from them, and got charged the $22 anyway. I want to dispute the charge, but I need to be able to rent from Eldan in the future- any dp if I'll be risking that by disputing?

i paid the Jerusalem municipality a parking ticket over the phone with a american credit card but maybe different cities are different
