I don't think it's an airline thing I think it's an agent thing, in which case it's not much of a problem just ask to go to the side to 'rearrange', and then just go to a different agent.
-1 IME. LOT was very strict leaving NY. Also El Al I've had issues.

In JFK, T1/T2 (maybe others as well), you need to carry the checked luggage from the checkin desk to the security screening (except F/J). You can then put in whatever you want....

I had a LOT agent weigh my hand luggage which was over weight. i told him that i would have s/o take the extras. he smiled and said i'll hold on to your boarding pass and passport while u give it to them. i would have put up some sorta fight had s/o not been waiting for me outside

Poilisher Chutzpa!
That's nothing! They held an entire already boarded flight from Warsaw to NY until my friend came up with $80 to pay for an overweight carry on which they weighed at the gate, after a layover. After 20 minutes of waiting for the plane to pull back from the gate and wondering where the heck my friend was I asked the FA if I can go check. Lucky she allowed me to as my friend did not have the $80 to pay for his bag. IDK how long they were going to wait...

A relative of mine travels frequently with lots of stuff (re:valuables) that he can only take as carry-ons. How can he maximize the amount of hand luggages he can bring, because some airlines wouldn't even let him pay for that ability.

He can't insure the stuff and just check it in?

I have business insurance it covers merchandise in transit.

It's stuff for a museum. One of a kind items that can't or shouldn't be lost.

Weight. He brings lots of stuff with him and they hassle him every time.
Last trip he lost his tefillin bec. they made him put it under the plane, and the luggage got lost.
If he could pay for an extra luggage, why can't he pay for an extra carry-on?

Just fly an airline that doesn't weigh carryons.

And what if he wants to bring two?
He usually brings enough stuff for two carry ons.

huh? You are allowed 1 wheeling carry on and one back pack standard.

@Yuneeq not sure what to tell you. I fit over 50 pounds into my wheeling carry on, I just find it hard to believe its weight and not size that's stopping him. Plus I can fit another 20 pounds in my back pack...

So I figured out how to bring more carry-ons. My bag was weighed with an 8 kilo limit and I still brought over 25 kilo on the plane. Does your uncle want to buy my trick? Otherwise I'll just post what I did. Its fairly simple, but I'm proud of it.

When I did the elal home pick up a few years ago I brought tons of carry ons because all I needed to do once in the airport was go straight to security.
