Her parents forgot to do a kidush when she was born.

R' Chaim writes in one of his sefarim that the famous story about his father the Steipler how a couple came in complaining their daughter isnt married yet so he tell them to make a kiddush for her and they do and she gets married etc...is not true.

And I (nebach) know a girl that they made a kiddush for and still hasn't got engaged. (6 yrs? :'( )

The minhag isn't new at all. And most have the minhag to make it the first Shabbos or the second Shabbos. The minhag has of course different minhagim like everything in Judaism.

#1 I hope you didn't think that I was really trying to compare a d'oiriesa to making a kidish, just I thought that making a kidish for a baby girl is something that everybody does and it has strong m'koires so I thought that anybody who says that you don't don't have to make a kidish that it comes from total ignorance therefore I compared it to a bris.

But I see now that I wasn't that right ( I don't have girls yet so I never reviewed this subject ),
I did some searching and I found this one, it's from שו"ת נשמת שבת, לר' ישראל דוד הארפנס, here's a photo of it.
