Pretty sure because he's not active so he doesn't have the union to have his back, the league had all the leverage over him. That said per the original reporting (Drellich and Rosenthal) I believe he was described as playing a pretty vital role in setting it all up.

What I find interesting and under-reported is MLB's failure to foresee these issues when they introduced replay in 2014. They allowed teams to have replay rooms manned by staff and a phone in the dugout linked to that room but instructed them not to use it to crack signs and basically used the honor system and didn't enforce it for years. This is like giving a dog a bone and telling him not to eat it.
The only solution is what they finally introduced in post season 2018 and have had since - an MLB employee in the room keeping an eye on the team employees.  Assuming this works (and indications are it does) the mistake was not having this from the very beginning.

Yes. Same as the steroid era (banned but not tested for).

What about baserunners stealing signs or stealing a base coaches signs?

You throw the ball and I try and hit it. Not someone tells me what you are throwing and I try and hit it. The battle should be between the pitcher and the batter IMHO.

Maybe we can learn something from cricket about honesty?  ;)

It's not an unfair advantage. Is it an unfair advantage if you have better baseball smarts and can predict what pitch a pitcher will throw? Sign recognition and sign hiding is a skill that is part of the game. Getting people off the field to relay the information is where the unfair advantage comes in.
