im looking to buy miles and use those miles to fly from NY  to paris
which miles should i buy that is normally the cheapest and the lowest taxes ?

Besides what is cheapest and lowest taxes you have to make sure their is availability on the dates you want.

Through May 31, 2013, US Airways is offering up to a 100% bonus on the purchase of Dividend Miles.  Better yet you can make a reservation first and put it on hold, then purchase the miles you need.  You can check award availability on United.com as they are both Star Alliance members.  You can use US Airways miles on any Star Alliance partner flights.
