If you land in PEK you must stay in PEK. You can't visit another city within the 72 hours. Whether the Great Wall is part of PEK or if they care is up for debate.

If you'r flying back to HKG you need a visa. If you're flying to anywhere else you don't.

1) Visit the Chinese embassy. In NY that is on 12th Ave and 42nd St.
2) No, you can hire one of the expediting services.
3) No, even a rush will take a day or two, or more.

You need to be IN TRANSIT. You cannot go HKG-PEK-HKG, you'd need to go HKG-PEK-XXX where XXX is a third country. If you fulfill that, you can stay for a maximum of 72 hours.
