2. agreed. As far as I know it is a chiyuv d'oraisa (a lav and an asei) to not give something (could be a prutah) to someone who asks you for tzedakah (who needs it)

I hate having the doubt and then the guilt...
And i would love to give to people who need it like the person who gives to bochurim who need it, who wouldn't want to give to a good cause?

But it says (not sure where) that you have to look into them to make sure we don't give our $ away to waste. The letters that each city gives out is our way of checking into them.

the letters mean nothing. I know firsthand that many of the organizations who supply letters barely require any information on you (id and not much else) in order to give out those letters. I challenge anyone here to not get approved for one! just write a letter of recommendation from a fake person about yourself and a passport (better if its from out of the us as is harder to even find if your address even exists) in addition most meshulachim come with expired letters, therefore making the expiration date worthless. I also believe that its more than 2 out of 10 that don't deserve my money. if some guy didn't plan his parnasa, and now has 15 kids and making 6 weddings next week while he is still "learning" why should I help him?

They lack sufficient motivation.
When Chazal said עשר בשביל שתשעשר, they didn't imply you just put your money under the mattress, take a cold shower, come back to see it doubled.

I don't know about other communities, but in LA there's a Vaad Hatzdoko. Anyone who collects money here, no matter where they're from or which shul/homes they go to, needs to go to the Vaad first. The Vaad looks into them, etc. and if they conclude that he's legit, they give a laminated paper with their picture and a little about them.

This helps people know who they're giving to and that they're legit. It also makes things easier on people living here, as they just make checks out to the Vaad and can get a receipt from them...

There is a gemara in Bava Basra in the first perek I will post exact location later which states that אם היה עני המחזר על הפתחים אין נזקקין לו however the gemara concludes that this is specifically in regard to a gabbai tzeddaka not having to give מתנה מרובה since he will anyway get from his collecting door to door.
