The question is about the value - not the points. Points are worth $1, their value is $1.

The word are is used for plural, such as, "how many jelly beans are there in the jar."
The word is used for singular, such as, "what is the cost of UR points?"

I do not believe intangibles has anything to with it. For instance:
"Derek Jeter is the greatest baseball player to have ever lived."

Regardless of whether UR is plural or singular, in the quote example he's inquiring about "value", which is singular.
