The question is about the value - not the points. Points are worth $1, their value is $1.

The word are is used for plural, such as, "how many jelly beans are there in the jar."
The word is used for singular, such as, "what is the cost of UR points?"

I do not believe intangibles has anything to with it. For instance:
"Derek Jeter is the greatest baseball player to have ever lived."

The word "are" is used for a tangible number, such as the amount of jelly beans in a jar. "How many jelly beans are in the jar?" The word "is" is used for a non tangible number. "How much water is in the cup?"

In the example I quoted above, we know he's talking about points, a tangible number, but he doesn't mention the word points. Do I use "are" or "is"?

You're confusing it with much vs many.

'Much' is used for unquantifiable object, while 'many' is used for quantifiable.

If the question would have been phrased "What are UR currently valued at?", the subject would take the plural form of the verb.
