not sure if it's So clear cut But as a rule we make blessings on all mitzvahs and before taking pleasure in the physical of this world

Menachem was asking under the (false) assumption that a woman is obligated to have relations with her husband whenever he wants, and he was asking what's her "Heter" (permission) not to.

Nope. If a man needs to ask permission from a rabbi in order to use a contraceptive, even though it's his wife who would be using the contraceptive, why is she permitted to turn down relations without permission from a rabbi. The result is the same.
