citi mastercard- no points until offer ends?

So I applied for 2 citi aa cards back in January. One was a mastercard (40,000 offer is spent 3k in 5 months), the other was a platinum visa (30,000 if spent 3k in 5 months). Anyways, spent and received the points on the visa right away. It took me a bit longer, but in March I finished the threshold for the mastercard. The statement closed, and we didn't get out points. Called citi, they told me to wait to billing cycles. I just called them again today, and they said that the points for the mastercard offer can only be given after the 5 months have passed. Is this true? For months I've been calling and they didn't mention anything like this.
Any help would be greatly appreciated.

Thanks, citi is full of silly people. Supposed to be getting the points in a few weeks

Although...every time I call i get a different answer, they don't seem to keep their word much

checked my account this morning, received 86k instead of 40k. their error my benefit i guess? or maybe that was their way to entice me to use their card more (haven't spent on it since march).
