Citi in NY pulls from either Equifax or Experian or both. YMMV even by the same person.

If you live in NJ or NY, you should freeze your Experian. They will only pull Equifax then. Otherwise, YMMV.

FOR MORE INFO, READ FT'S WIKI - IT IS PHENOMENAL, FT WIKI

Quote from the above mentioned FT WIKI:
For the most part, freezing Experian, or another bureau, will not cause Citi to pull a different bureau. They will almost certainly require you to unfreeze the bureau they wish to pull or deny your application. Some people have been successful providing the PIN but others have not. Mostly, freezing a credit bureau in an attempt to force Citi to pull a different one seems to waste time, money, and effort for little result. But YMMV.

DDF data points (As of 10/2015)
NY- pulls both EQ/EX, can still get instant approval with EX frozen
CA, OH, PA, TX- ONLY EX. Citi will refuse to pull other bureau

Benefits:..
New no forex fees starting Nov.'15

From FT Wiki:"Important exception: If you receive a Platinum World MC which is later converted to a World Elite MC (as indicated on the back of the card), the opening of that card will no longer count for purposes of the 18-month rule. This is true not only for conversions in early 2015, but also for those in more recent months.
Note: It makes no difference when (or whether) you activate the World Elite card. If you have the WE card in hand, then the conversion on Citi's books is already complete. There is nothing magical about activating it.
There are a few reports that some Gold World MC are being converted to Gold World Elite MC and that will no longer count for purposes of the 18-month rule."
UPDATE: As of 02/18/2016 (for applications after 02/09/2016), the W>WE loophole may be dead.

Yes, freezing Experian in NY works for Citi, but not in your case.
As Citi has a policy of max 2 cards per 60-days, that's what's causing the denials.

Guess what?
Everyone here thought that your initial post on the issue was an over-reaction!

All I am saying is that if Citi and AA have colluded to go to an extreme and close accounts for something which is not in the rule book... Well, how is this different?

If I were Citi and AA, and I wanted to draw out all the scammers, what would I do? I would create a bonus bigger than anyone has seen in a while, say 100k miles, and I would make it for a card with a really high AF to incentivize people to want to close the card and beat the AF, and I would make the threshold really high, say $10k in 3 months, so people will be tempted to do wild things to get big spending fast. And once they've all taken the bait, I'd shut 'em all down permanently! Basically, a roach motel for game players.

Personally I alternate app-o-rama's every 3 months alternating between myself and my wife so essentially 6 months between personal pulls.

What is the negative affect of having 3 pull per month? is it strictly on the score or are there other factors?

Your not gonna believe this! I wanted to cancel my Citi Amex cuz of the AF so the lady convinced me to downgrade the card to the regular advantage the annual fee would be $50 and if I did 5 purchases in 3 months they would wave the $50 dollar fee. After the new card came I realized i didnt want the card cuz no real benefits so called to cancel. SO THE REP TELLS ME YOUR SUCH A GOOD CUSTOMER I'M GONNA SEE IF THEY WILL UPGRADE YOU BACK AND WAIVE THE FEE. HE STARTS ASKING ME SOME INFO AND I ASK HIM" yOUR NOT MAKING ANOTHER APPLICATION RIGHT CUZ I DON'T WANT THAT! SO HE TELLS ME NO ABSOLUTELY NOT. TODAY I GET UP AND THERE WAS 7 PULLS ON EQUIFAX ALL DENIED FOR THE SAME CARD! SEVEN DENIALS ON MY CREDIT REPORT ALL ON THE SAME DAY!!!  ANY ADVICE?????

Refunding a refundable ticket is also by the rules... which is why a refundable ticket is called refundable, you see?
