Citi in NY pulls from either Equifax or Experian or both. YMMV even by the same person.

If you live in NJ or NY, you should freeze your Experian. They will only pull Equifax then. Otherwise, YMMV.

FOR MORE INFO, READ FT'S WIKI - IT IS PHENOMENAL, FT WIKI

Quote from the above mentioned FT WIKI:
For the most part, freezing Experian, or another bureau, will not cause Citi to pull a different bureau. They will almost certainly require you to unfreeze the bureau they wish to pull or deny your application. Some people have been successful providing the PIN but others have not. Mostly, freezing a credit bureau in an attempt to force Citi to pull a different one seems to waste time, money, and effort for little result. But YMMV.

DDF data points (As of 10/2015)
NY- pulls both EQ/EX, can still get instant approval with EX frozen
CA, OH, PA, TX- ONLY EX. Citi will refuse to pull other bureau

Benefits:..
New no forex fees starting Nov.'15

From FT Wiki:"Important exception: If you receive a Platinum World MC which is later converted to a World Elite MC (as indicated on the back of the card), the opening of that card will no longer count for purposes of the 18-month rule. This is true not only for conversions in early 2015, but also for those in more recent months.
Note: It makes no difference when (or whether) you activate the World Elite card. If you have the WE card in hand, then the conversion on Citi's books is already complete. There is nothing magical about activating it.
There are a few reports that some Gold World MC are being converted to Gold World Elite MC and that will no longer count for purposes of the 18-month rule."
UPDATE: As of 02/18/2016 (for applications after 02/09/2016), the W>WE loophole may be dead.

Second card applied and approved- no questions asked.  :D
How long after getting approved for the first one ?

Preparing to churn a business card in a few weeks. Do I need to close my existing business card?

That my friend appears to be a controversial topic.  According to the FT forum, you may need to.  Others here seemingly dispute that.

Sorry if this was asked before but I applied for a 2nd card and was told no 3rd application in 60 days. I thought this card was different?

I asked with frozen ex and they refuse to pull eq even after 3 huca's. I'm sure I can get it eventually but I don't think I want this card enough to try.

Anything to lose by closing the 'old' one?

I have repeatedly churned the Citi Bus card by closing accounts and then reapplying, often within days of closing.

Is Citi as tough and thorough as Chase when it comes to getting their business cards?

No idea.  I have had an easier time with Citi than Chase at getting instantly approved.  With Chase, I often have to first call to get approved.

Finally some support. Not that I was looking forward, but...

I actually HUCA'd like 6-7 times, but was not successful.

Do points post if spending was done before closing a card (before statement closed)?

I remember someone saying something to this effect.
