Citi in NY pulls from either Equifax or Experian or both. YMMV even by the same person.

If you live in NJ or NY, you should freeze your Experian. They will only pull Equifax then. Otherwise, YMMV.

You couldn't  have violated the 65-day rule unless this was your 3rd app..

Correct. And depending on the date of the 2'nd application, that 1 more app might be available anywhere between day 73 and day 130.

To simplify things - always check if you had more than one application (including denials) within the last 65 days.
