Citi in NY pulls from either Equifax or Experian or both. YMMV even by the same person.

If you live in NJ or NY, you should freeze your Experian. They will only pull Equifax then. Otherwise, YMMV.

UPDATE: As of 02/18/2016 (for applications after 02/09/2016), the W>WE loophole may be dead.

So, I completely botched the count on the 8/65 rule and now I'm a bit confused as to when I can submit the next app. Here's the timeline of my apps, any help would be much appreciated (want to try to take advantage of W-WE glitch for as long as possible :) ).

Nov. 16: Citi AA Plat. (Approved)
Dec. 9: Citi Hilton Signature (Approved)
Jan. 19: Citi Hilton Reserve (Approved)
Jan. 27: Citi AA Plat. (Denied - too many apps): Didn't realize I was within 65 days of Dec. 9 app. Citi didn't even pull credit report because too many apps.
Jan. 30: Citi AA Plat. (Denied - too many apps): Still didn't realize I was within 65 days of Dec. 9 and was told that I didn't have to wait 8 days if credit report wasn't pulled.
Feb. 13: Citi AA Plat. (Denied - too many apps.): By now I realized that Dec. 9 was causing me problems, but even though it's over 65 days by now, I still got denied for same reason. I've been told by numerous people that apps that don't result in credit pulls shouldn't be counted in 8/65 rule because the app doesn't go through.

Where am I going wrong?

There's no distinction between apps that went through normally and were denied and apps that were never even processed? I was told by a reliable source that there is...

What exactly is the glitch? They automatically convert your card to WE or you have to call to change it?

I have 5 Experian credit hits in the last 3 months (although no hits in the 3 months before that) - will Citi still approve me if I try for a Citicard today? I know I've read before that they have an issue approving if you've had 6 hits in 6 months.
