Citi in NY pulls from either Equifax or Experian or both. YMMV even by the same person.

If you live in NJ or NY, you should freeze your Experian. They will only pull Equifax then. Otherwise, YMMV.

my wife had the AA Plat card and downgraded it to double cash card about half a year ago, she received in the mail a "pre-selected" offer for the Gold card with 65k offer, no mention of not being eligible for the offer based on previous card membership. Is it possible the rules still apply and she won't get the bonus?

If it doesn't have language she'll get the bonus. (You can actually use the offer too if you want)
