Citi in NY pulls from either Equifax or Experian or both. YMMV even by the same person.

If you live in NJ or NY, you should freeze your Experian. They will only pull Equifax then. Otherwise, YMMV.

FOR MORE INFO, READ FT'S WIKI - IT IS PHENOMENAL, FT WIKI

Quote from the above mentioned FT WIKI:
For the most part, freezing Experian, or another bureau, will not cause Citi to pull a different bureau. They will almost certainly require you to unfreeze the bureau they wish to pull or deny your application. Some people have been successful providing the PIN but others have not. Mostly, freezing a credit bureau in an attempt to force Citi to pull a different one seems to waste time, money, and effort for little result. But YMMV.

DDF data points (As of 10/2015)
NY- pulls both EQ/EX, can still get instant approval with EX frozen
CA, OH, PA, TX- ONLY EX. Citi will refuse to pull other bureau

Benefits:..
New no forex fees starting Nov.'15

From FT Wiki:"Important exception: If you receive a Platinum World MC which is later converted to a World Elite MC (as indicated on the back of the card), the opening of that card will no longer count for purposes of the 18-month rule. This is true not only for conversions in early 2015, but also for those in more recent months.
Note: It makes no difference when (or whether) you activate the World Elite card. If you have the WE card in hand, then the conversion on Citi's books is already complete. There is nothing magical about activating it.
There are a few reports that some Gold World MC are being converted to Gold World Elite MC and that will no longer count for purposes of the 18-month rule."
UPDATE: As of 02/18/2016 (for applications after 02/09/2016), the W>WE loophole may be dead.

https://www.yahoo.com/news/fraudsters-bilked-american-airlines-citibank-120037177.html

“Lest there be any doubt, American Airlines now makes it clear that the company has the ability to track accounts using details like address, phone number, email and more,” Seth Miller, an airline industry analyst, wrote on his website.

In this case, American also used voice recordings of phone calls to show how the family perpetuated its scheme.

“If you’re gaming the program it seems the biggest lesson is that the airlines are (or can be when properly motivated) far better equipped to track fraud than many give them credit for,” Miller said. “And they really do record the calls and use those recordings when it is useful for responding to challenging situations.”

Since Citi changed their signup bonus rules from:

Quote
American Airlines AAdvantage bonus miles are not available if you have had any Citi / AAdvantage card (other than a CitiBusiness/AAdvantage card) opened or closed in the past 24 months.

To:

Quote
American Airlines AAdvantage® bonus miles are not available if you have received a new account bonus for a Citi® / AAdvantage® Platinum Select® account in the past 48 months.

Does that mean that I can downgrade an AA card to a Citi Double Cash today and apply for a Citi AA card next week and get the bonus now (assuming I haven't received a bonus w/in 48 months)?

Previously a PC/downgrade restarted the clock, but the new terms seem to have moved away from that.

do I need to wait 48 months after receiving a SUB on CitiBusiness platinum card (sole prop) to get another SUB for a CitiBusiness platinum card (under a different business name) since both under my name/ss or not since they are different businesses?

Does Citi AA Business provide pro-rated refund if closing the card? If so, is there a deadline?

Does Citi AA Business provide pro-rated refund if downgrading the card? If so, is there a deadline?

Same questions for Citi AA personal.

I just got a call from AA asking if I received my new card and if it was activated, because the old one is expiring.
Seemed weird to me. Wouldn't citi call if anyone?

any advice on how to proceed?

my story: I signed up and received a SUB on CitiBusiness platinum card for business #1 (sole prop no business name). A year later I was interested in getting the same card & SUB for business #2 (business name w/ EIN), so checked with Citi knowing the 48 month rule. Via chat that I still have a copy of, the representative confirmed I would in fact get a bonus on card for business #2 since now applying under a legal business name (despite already having the citibusiness card). With that information, I applied and reached spend amount on card. As feared, bonus never showed and now Citi is refusing to honor their reps statement saying "it was a mistake".

tried HUCA via chat and phone. spoke to "supervisors" and nothing.

You're probably SOL TBH but you can try to keep pushing up the chain.

How push up the chain?

No government agency to complain to i.e. DoT for airline tickets?

Just keep asking for people's superiors. You can also SM and send a letter to the office of the CEO, that sometimes works.

I already tried and hit a wall on the former as the response is "i am a floor supervisor".

Will try your other idea, but do you have the contact info for "Office of the CEO"?

I really thought Citi would honor the SUB, considering I have a transcript of their rep confirming I will receive it, and which Citi can confirm on their end.

at least we have the answer to the question that numerous people have asked about if you can get the bonus with another ein.
Though it's possible that there is some trick how it's done and that's why no one answered
