Citi in NY pulls from either Equifax or Experian or both. YMMV even by the same person.

If you live in NJ or NY, you should freeze your Experian. They will only pull Equifax then. Otherwise, YMMV.

From "Here's what you should know" is just standard language of an acceptance or denial letter. The reason for your decline is in the second paragraph, IMHO.
but why would they add it in if their reason for denial is that I am a member with them?

They didn't add it. It's part and parcel of the denial letter.

The terms state offer valid for new applications and not available to existing cardmembers or recent applicants.

I applied last week for the WMC Platinum level, now i got in the mail a 50K offer for the Gold level, and the annual fee is just $50.
Any suggestions on how to make it happen?
is there a way to get it approved, saying that i wish to have a much lower annual fee than the one i recently got?

I see on FT that you can combine Business and Personal

Didn't check FT for the details, but I want to emphasize that Citi looks at the last time you made an application, not last time you had a card. So, if you closed your last card 17.5 months, but made an application within six months of that, and another within six months of that, you will keep getting knocked back, until you give it a full six months of no applications.

IME, if you give it a full 6 months between applications, you're good.
If you give it less than six months, you will keep getting denied, irrespective of whether previous application was approved or denied.
