Citi in NY pulls from either Equifax or Experian or both. YMMV even by the same person.

If you live in NJ or NY, you should freeze your Experian. They will only pull Equifax then. Otherwise, YMMV.

I don't know the answer to your question, however I have another question, maybe you can downgrade the card to a no annual fee card, but don't know if it exists here..

Wouldn't affect much, especially if you have a large overall  CL and you're not maxing out your over all CL. The whole idea that closing a CC will hurt you credit is a myth, besides if you're loosing a nice amount of your CL and you'll be maxing out more then some 35% of your total CL that would be a different story.

AFAIK, no bank cares about that. If anything, they're delighted. Problems only start when you use the balance for a second time. I don't think Citi cares much about that either - at least IME.

Although I have had the same experience (no issues with many instances of spending over the CL in 1 statement from many banks) - it seems to be a given on here that it's a FR/AA risk so we could be playing with fire.

tried getting my 75k matched to 100k through sm they told me that they dont see i was solicited for this offer and i should send in front and back of offer how should i proceed?

Charge 5k pay 5k. Twice and your done. This should be NP with Citi IME.
If you plan on making a return after your statement closes that creates a CB there is not much you can do about that.

Submitted app this AM, had to call in as everyone did with App ID.  Was approved.  Asked rep if AF was refundable if I chose to cancel - he indicated that should I cancel the card, the AF would be refunded on a pro-rata basis - doesn't seem to be consistent with everyone else...

And second, my wife's app was approved online with no need to call in (and with a higher CL that mine...) go figure...
