Time sensitive question:

A dealer is offering me a really great deal on the Ioniq and assures me that it does not include the $4,250 from the state. That money will go to me, they said.

Is it possible that they included the rebate in the quoted price, and the money will go to them?
Will I be able to see this detail in the contract? How can I make sure that the money will go to me and not the dealership?

I am going down soon, so I'll appreciate a quick response.
Get the numbers before walking into the dealership.

You would have all the incentives and rebates listed in the contract. If it's not applied at the point of sale, it goes to you. In any case, no dealer has the ability to apply the rebate at the point of sale yet.

You're talking about NY? That's something else. NYS has a $2,000 rebate and that gets applied at the point of sale. Knowing PAL, they probably didn't include taxes and fees in the quote.

Just remember NJ resident/NJ dealer for NJ rebate. NY resident/NY dealer for NY rebate.

To give over a finance or lease is this fully legal? Meaning can you just rewrite it to someone else's name?

Good news is that the $4,250 wasn't included.
But they hiked up the price by approx. $1,000, claiming that I have to pay sales tax on the $14,000 rebate (they took off $14,000 from the MSRP)
Even though there is no sales tax on EV vehicles, they consider the rebate as a cash rebate, so you have to pay taxes on that.

Is it really so? is there a way around that tax? maybe get it back on my tax return or something?

That's a lie. There is no sales tax on EV's in NJ period. Follow up with the finance department. The issue is you won't qualify for the $4,250 rebate because the dealer is in NY. Technically, the text of the law doesn't say that it must be from a NJ dealer, but that is the way they implemented it.

wondering same thing huyndai only offers $1500.  Is that usually enough or do you need minimum 5K?

There isn't $14,000 in finance incentives.
1. what happens on long commutes are electric cars meant for that meaning sufficient charging stations available in tri state area to cover trips from alkewood to brooklyn or lkwd to monsey etc...  or people who buy them use them mostly local?

2. when they say a full charge is for example 170 miles  is that 170 miles without traffic what happens if there is heavy traffic?
There are charging stations. It just takes time to charge. Much longer than to fill up a tank of gas. It does poorly on highways. Does great in the city and in traffic, because it recaptures most of the energy used.
