Thanks, I couldn't find it, I'm curious though if only New Yorkers got this amber today?

Why would they send it to people out of the area?

On the GNex it's settings>More>Emergency Alerts.
Once there there are options to get alerts for Extreme threats, severe threats, and amber alerts.

In Sprint (4.2.1) it's settings>More>Cell broadcasts

That and the fact that my wife got a chain mail saying that the AMBER alert was really a virus caused her quite a panic.
