Why are the being linked to a PayPal account at all? It wasn't necessary for me to use the debit card.

Correct, like I posted on DD, you do not need to link to get a PIN officially, but then if you want to close the cards you need to call in to close them. You can decide to not close the cards and hope they do not bug you - which is probably safe. Or just call back and close it and you are safe and never needed to link your PP account. I linked the PP account to simply open and close my cards.

Why would they bug me?  Was there something in the agreement that I agreed to closse the card? I don't think I understand how these cards work....

I was told that one can have up to 5 accounts (this includes Netspend) active at one time. If call in to cancel then will have less than 5. If card is not active for a year, it will close on its own.

I went to 5 CVS's in LI last night and none of them had the Paypal debit cards... Ending up with a couple of Amex gift cards with $0 fee just so my trip wouldn't be a total waste.

Also, all the CVSs i went to had a little sticker near the Itune cards that if you buy $75 you get 20 ECB

How the tables have turned... A few months ago those same CVS's would have had tons of paypal cards - and everyone would be searching for the non-existent VR's!

IDK. I know they are no longer honoring the ad. Here is what someone posted on the CVS facebook page

Carol Brown
Your employee at Store #7438 in Arlington, TX refused to accept my ECB. I told him that I had already been to four other CVS stores that were out of the electric toothbrush that's on sale, and I had a legitimate ECB. He said he was told to "have nothing to do with any ECB earned by purchasing a Paypal card." I'm so angry, I can breathe fire.

Worked for me this morning (bought the PayPal card an got 50 EB x2)

If it's only one person, I wouldn't be too scared, she prob tried buying under $50 of eligible purchases or something, and store empolyee was giving hard time... If a bunch of ppl can't use their 50ecb, I'd be more worried. (but CVS told me that they can accept ECB's after they expire, which would be a manual thing, so even if don't work now, they should work in a month)
