Tried ATM with last 4 digits of card for pin but that did not work.

Do I need to active the paypal card and give my SS?

Yes -- I bought 2 with same CVS Extra Care card,
2 stores, same day. Went to car, loaded info onto paypal.com/prepaid site,
and then set them both up with PIN#'s....

Went back into same store to AllPoint ATM machine and withdrew cash on the spot.
Recommend that you load $162 on each PP bec it's only multiples of $20, and $2 to pay the fee

if you're withdrawing immediately anyway, why not load $482
That way you at least maximize some cc rewards
With a %2 cb card you'd recoup almost 9.75

Yes, had I known it was as simple as walking to the AllPoint ATM machine 12' away
and immediately getting the cash, then I would have done that....

Yes, needed SS# and address..
Did 2 cards, came SS# and address, but 2 emails...
(Trying to close out both cards online, now -- forgot the email addresses...)

I called customer service and the lady didn't hesitate to reissue my ECB (and even said "ah, this is for the Paypal promotion"), but it could be because my account is brand new.
