I believe you can use wix for free but then they place advertisements on your site. If you don't want their advertisements then you gotta upgrade to a paid account. It's not too much but I'm not sure how it compares to godaddy.they also have several different account types to choose from.

I am looking for a simple site for a local business .. i would like some web exposure.
If all he's looking for is web exposure you think he will be effected by wix's limitations? Are there wp themes that are as simple as wix to customize?

yes, and you can also show them other online pages that you like, so if you write up the text then they can design it for you

how much should a simple website cost ?

You need to be more specific. if it's just an informative website with no major design it will cost you by the number of pages you need created, but shouldn't be more than a few hundred $ even that may be too much

Being an "online" guru since 2006, I will give you my 0.02.

Driving customers to your website is VERY expensive, unless you have Zero competition and people actually search for your product. Otherwise start out with Amazon / ebay likes and build wealth. Once you have enough funds to invest start from the bottom up on your site. Hope this helps.

Your own site could cost you around 5k or less to have someone build, but is basically useless for sales as explained above.
