The Hyatt Regency Century City is nice, but not that expensive compared to the PHs in Paris or Maldives.

There's more to it than that. They used to be routinely picked up and dropped off in shelters, like they do in NY. However a number of years ago the ACLU sued the city, and won, making the case that they were allowed to live in whatever area they want, or something like that.
So since then they don't bother them, the street clening people won't touch their stuff etc.
Also, since this is a pretty liberal place, the rich liberals feel that the homeless people should be allowed to do whatever they want (as long as they don't get into the gated communities
and it's especially bad in Venice and Santa Monica, the locals go nuts.

The HRCC is a very solid hotel, but i would not use sign-up nights there. Maybe try and just MS the points for the nights.

The night that I'm looking at costs iirc $450, 2 nights = $900 that's not a bad return. Or 40k Chase points valued at 1.7 = around $750 not good enough?

Take a tour. People don't generally have specific addresses (and if they do they can't/won't give them out).
