Which one are you recommending Beverly or Pico?

Also do they have a normal seating area? from google pictures it looks like primarily outside which would mean weather permitting

The area is called La Brea or Hancock Park. Not "beverly area". Beverly Blvd. runs through La Brea. Beverly Dr. is in Beverly Hills.

most meat restaurants are in the Pico and Beverly Hills area. There is an Elite Cuisine that has some american and Chinese food, however it's a more casual location.

Most of all restaurants are in Pico (besides Pizza Mayven, Pizza World, Elite Cuisine, a food truck sometimes and a few Israeli places on Melrose. It's only a few miles to Pico so people just drive. Look at the wiki map.

Pico Cafe makes decent smoothies.
That depends on what you want to eat. Most places should work: burgers, sandwiches, pasta, etc. I'd stay away from pizza.

I would say delice in Beverly is more restaurant than bakery.

the official byok of Dans Deals is Jeff's.  Can get messy,  depending on what you get

Who is considered more of a higher standard between RCC at Kehila? or is that a politics question?

In addition to what Yehoshua wrote,  note that kehilla was bought out by the OK.  same staff on the ground for the most part,  but they take orders from corporate.  Rabbi teichman is no longer involved. 
RCC put a lot of measures into place after the issue,  and has brought in outside oversight to some degree as well.
