People who requested a voucher received the original ticket value + 25%. So $1,000 becomes $1,250 etc
So both sellers and buyers have lots of room to make deals which will provides both sides with an incentive.
And for those who want their $1,000 cash back quickly, instead of waiting for LY forever, you sell the $1,000 credit voucher with $1,250 value and buyers (including TAs) will be happy to take it off their hands.
Exactly. These vouchers in particular are being bought by travel agents all over, because they can be used for regular commission tickets in a GDS.
Many airline vouchers and gift cards can only be used directly with the airline so they aren't a big attraction for travel agents, and consumers will only buy it if they know they will have immediate use for it. These vouchers however, once a travel agent buys it, they can usually use it very quickly. As soon as someone calls to book an El Al ticket, they made their 25% (besides the commission)
When the offer was made, many travel agents reached out to clients with pending refunds, and offered to QuickPay them the amount of the ticket in exchange for claiming the voucher.
Bottom line, if you're ready to sell the voucher at the price you paid for the ticket, it should sell very easily, and it's a waste of time to complain to the DOT or EU.
