According to the travel groups I follow, it's being enforced.
But I don't know anyone first hand who arrived from dxb today

I never understood why they didn't have additional capacity of that line. But I'm assuming they know what there were doing.

It would always have made sense. They should have had 2 widebody rather than the 3  narrowbodies daily. More flight times is nice, but they were no competition to LYs 787. And definitely not in J.

This is also good for Delta. Until recently, DL loyalists, only had DL non-stop if they wanted real J all the way to TLV. Now they have VS and AF as well, both who also have decent award space to fill in where DL is lacking.
Oneworld always had BA and IB, and Star Alliance had AC, LX, TK and recently TP (in addition to UA nonstop)

Fake J is proper theft IMHO. They generally charge the same price as if it was real J. And many unsavvy travelers book it without realizing what they're getting. Especially on a flight like CDG Tel Aviv which is 5+ hours.

i believe the short route tlv-beirut daily (nightly) flights dont have J in them,  and the showers i heard could be pretty uncomfortable (for the non pax down below)
