Do you contend that the cost of labor is $0? If someone needs to handle it, there's a cost. What they charge the client for that is a different story.
I'm a TA too. I'm not going to discuss voiding within the 24-hour period now, because I think that maybe legally required to do at no charge.
But in regular cases, even if the airline doesn't charge for changes, I can understand why a TA is legit for charging a service fee for their work (I do myself). But we're discussing charging an irrational $250 "service fee". Assuming they sell tickets at a small loss, if one in five people need to change or cancel, they are still making a nice profit...
Anyway, I'm just assuming. I don't know if it's really a sustainable business model long-term. I actually doubt it.
As you yourself have made the claim multiple times, that when you compete on price, you always lose...

Those agencies charge a fortune for ANYTHING! That is the business modal, take it or leave it.

It isn't exclusive to Israeli agencies. A lot of the cheap European agencies do the same exact thing.
If you want to cancel on the same day, they will charge you, Selecting seats has a charge, Changing flights has a big charge like around $70-150 for any change even tough the airline doesn't charge for it. Even if the airline cancels your flight and you are entitled to a refund, you may be charged a large fee for the agency to process the refund.

If you want a cheaper flight and don't think you will need any changes, go for it as long as you are aware of the risks.

Unfortunately, many innocent people fall into these traps because they don't know the risks.
Often when a client tells me that they see a cheaper price online, I'll ask them "Priceline/Expedia or skyscanner?" (Skyscanner searches all these kind of agencies). I try to explain to them the difference, because if I just knock skyscanner, they think I just want them to buy it by me...

Elal. Do they ever plan on resuming service? Their website still lists Seychelles as a destination with six weekly flights but in practice nothing is available for sale as far as I can tell

I wanted to book for Hanuka (despite being the rainy season) and I was told unofficially SEZ will likely be a 'seasonal' destination, for what it's worth.

I see Cathay has added daily TLV flights starting in February. As of a couple of weeks ago it was off the schedule completely. Glad to see things reopening!

Correct me if I'm wrong but HK still requires 21 days quarantine. So without any concrete plan to reopen the country, i see Cathy's decision as a way to increase their short term liquidity..

Perhaps they have insider information about a reopening plan. Singapore is already open so Hong Kong must be feeling the pressure
